What does the disruption multiplier represent?

It's the factor by which the wholesale oil price (and therefore UK pump price) rises during a given event. The values are calibrated against historical shocks like 2022 and 1973.

Why is electricity only partly affected by oil shocks?

UK electricity comes from a mix of gas, nuclear, wind and solar. Oil isn't a major input, so shocks pass through far more weakly — typically 8–20% of the petrol shock size.
